I fear that the Brotherhood's current ability to a little too overpowered, so I would like to suggest you to change it to gradually increase the intrigue in colonies you are at war with, even beyond protections like the Surveillance Web.
While I am pleased to see you have chosen the anonymous Nod Commander as the faction leader, I can't help but fine it a little odd to have what is essentially myself as an opponent if Nod is played by the AI. Maybe you could create an OC to lead this branch of the Brotherhood?
Regarding Nod's presence in the Civ:BE universe, I think we could consider the Contact Victory as the Brotherhood's means to find Kane, so perhaps that is why they set out to other planets story-wise? If I had to write them a backstory, I'd imagine the Brotherhood hiding in the backwater of the Slavic Federation (because of their ties with the USSR in the Red Alert-verse) until their lead confessor proclaimed that Kane had set off to another planet, and now we follow the expeditionary colony that was sent forward to find him.
First. I hated CnC 4 Twilight and say without a doubt it was complete ♥♥♥♥♥♥♥♥ and I hate EA for butchering another series and that series being the one I loved the most.
Second. I have to take from the last series to really feel I can even make a plausible connection between the two. Most people won't care for that, but I do.

Very interesting ideas.
On your first post.
Adding intrigue would make NOD even stronger since higher intrigue is what allows higher ops against a city. Reducing the CO time to 35% instead of 45% would be a good start.
Second post.
I actually very much want to create an OC for NOD that I have some really great ideas and background for. I just simply don't have the resources at the time to do so and it's the reason I'm resorting to what I have for now.
Third post.
The idea of what happened is the following:
During the final moments of when the TCN (Tiberium Control Network) and Threshold 19 (name of the Scrin Tower) came online and were connected Kane and his select few that never wavored joined with him and stepped through the portal. (To where it leads we don't know)
Now we never know what happened to the NOD Commander that was always by Kane's side in CnC4 so either he went through with Kane or was simply discarded by EA. So my decision is that he and his forces were to stay behind and make sure no one could follow and then make their trip through the Tower to Ascension to meet with Kane.
Something clearly goes wrong and we become stranded on this alien world in what we presume is still our universe or galaxy (clearly not) and we soon find people dropping from drop ships and trying to colonize on this planet.
Being the Brotherhood of NOD and being transported to this planet the NOD Commander suspects that this planet must hold some key into finding either a way back to Kane or a means of communication.
There are so many choices and wonders that we can explore in CivBE. I just have to hunker down and start deciding on one. I also hope that Firaxis fixes a few things that they broke as well.
1. I meant that as an alternative for Nod's current ability, if it were up to me, I'd see that being removed altogether as it is rather overpowered.

EDIT: I remembered what I wanted to suggest! Nod unique units! Think Attack Buggies, Attack Cycles, Stealth Tanks, Cyborg Commandoes, you name it!

I'll probably change the UA to something more balanced in a bit. The game is already pretty unbalanced by itself at the moment so balancing right now is a bit tricky.
Personally it can be anything. I would like it to focus on one of the following though:
Covert Operations
Science/Technology
Tiberium (benefits when tiberium is introduced)
Cyborg/Cybernetics
I'm really open to anything at this point. I just need to get the fundamentals down first before I start getting creative.
Tiberium experimentation: +X Science on Squares with Miasma
Peace through Power: Soldiers Cost less to produce or Soldiers start with 1 veterancy
Ezekiel's Wheel: Worker units not targetted by Aliens
Legion: Extra Science or Health in Capital.
Kabal: Extra Production in Capital or City Defense boost across all cities.
Difference between the two was Cabal had a "personality" where LEGION is... well LEGION.
I also plan to have a made up version, but that won't be for a while. I just went with something I could have audio files with and seem more interactive and enjoyable if you play against.
Good ideas on the UA. I already know it needs to be changed. Just deciding on what for now.
