Tell Rimmy there's a problem with my AI

I made simple setup to make FPV drone strikes, but spotters refuse to call them at all cost. I have no idea what causes this, so it will be great if you help me see what's wrong.

I can't post modpack and mission file here, so feel free to ask me to send you them.
