Bring back Democracy and the Nationalist focus trees being able to be unlocked together

Back then, both of these focus trees were able to go together but now you can't do them at once which makes the Nationalism focus tree really boring.

I plan on reworking the Nationalism path in the future. I agree, it is the most boring path at the moment.
