How does this work?

I am no modder, but I actually want to start modding in hoi4. The problem is though, I am not sure which tutorial I should watch, and how this mod helps at modding.

I transferred this mod's files to mine and it doesnt want to load the map. Im supposed this has to do with localization and filenames but where to begin? There are so many files...
