Maybe he's attacks should be faster because his snail speed makes it so it's almost impossible to finish a match before the timer runs out. Like, every time he attacks there is a long hitstun and moment where he just stands there, this is very obvious when looking at the replay, so making his hitstun and pause between attacks shorter should help with this.
Also, if possible, this long hitstun and pause would look cooler if it only happend when hitting a Black Flash.

Maybe he'd be better off with a counter and a rework for the dashing knuckle attack, because 90% of the time it's a free rps win/combo extender..i'd say maybe he could have a move like Gavel swing as a counter? Would really help him in melee without punishing him for well, not having anything except melee

make the move where you repeatedly slam the tiny gavel onto the ground while running forward more like a grab or smthn cause any times its used they just get launched out of it and they combo u cause it has insane frame disadvantage

I think his attacks have too much frames, in one hand that make him balanced but in the other hand it's really hard to win a match with him, I'm not that good at the game but he clearly needs more tools to fight when he has not his domain.

(Writing this after the rework)
Really good job re-doing the neutral kit, I think it is more than enough to get to our domain power spike.
That said as many other people has suggested, a rework or a overhaul in the ''Death'' stance seems needed:
Even though his attacks deal a great amount of damage in this stance it doesn't really have good tools to use other than the instant kill which is 23 frames.
Maybe adding other moves and/or tweaking the frames of the moves might be the solution and going as far as making instant death more viable(I do not want to give advice's on how to handle this topic because I am not experienced in balancing these kind of stuff, if you decide to you can ask other content creators for ideas I believe) looks like a good place to start.
Just some ideas since I like the concept and the idea behind the character more compared to others.
Although it may sound like a rant about the character being bad, I really appreciate you bringing this concept to YOMI and doing a good job with it.
