I only see small number of population loss.
Could you make a second mod where the rate is 1 to 1 or very close to that?

there are mods that change the ratio now. There's a 5:1 and a 1:1 version, just search around.

The 1:1 doesn't work and the 5:1 is unevenly distributed so 1 state can have 10 million people and many others are 0
