quick bugfix: termite toxer aliegance overlay wrong filepath

- Fixed militor sniper range design oversight
- Changed all mechs descriptions from slight change of vanilla mechs descriptions to whats present on steam page, to make it more interesting

quick bugfix: mini needle gun have own bullet, no longer overriding existing needle guns making them weaker (and removed not used code in weapons def)
