Very strange. Are you using the steam version or rwmod from Google Drive?

Try downloading the version from Google Drive and installing it (they are the same). Maybe Steam didn't download the mod file completely? To be honest, I don't understand yet what the mistake may be. If the downloaded version from Google Drive also doesn't work, try renaming rwmod to zip and unzipping it as a folder.
I'll try to find out if someone has faced a similar problem, since so far you are the first to declare this.

Что-ж, с гугла заработало. Теперь интересно в чем отличие, что такая проблема возникает

Не знаю. Подозреваю что стим мог не полностью скачать файл, а мб что то с рв и имеет смысл восстановить игровые файлы. Можно попробовать запустить с 64 битной версии, потому что иногда игра тоже из-за этого не может мод подгрузить (64бит версия правда не подключена к стиму).
