New Name
You should call them the "Jumper's Stumps" and make them available for the Soldier as well as the Demoman.

Or... He can leave it for demo. Soldier doesn't take rocket damage because gunboats. :3

The gunboats would affect weather or not this cosmetic is visible or not. And the gunboats are kinda' a silly thing to wear sometimes.

That isn't possible. The Demoman's model allows for his default boots to be entirely removed (for the sake of replacing them), but the Soldier's model does NOT allow for the removal of default boots. That's why all soldier boot cosmetics are bigger than the original, as this would also have to be: all soldier boot items simply fit over the unremovable boots.
