You do the quest (attack a poorly defended population center or low-priority target) and then the option to make the enemy faction attack shows up (the implication being that you frame another faction for the attack)
Potential Pros
-Attack faction that you can't attack directly (Like an ally)
-Break down relations between two factions ("Remember, no Russian")
-Make the enemy do your dirty work for you without having to stick your neck out
-Make enemies attack each other
Potential Cons
-Could come back to bite you. If done incorrectly could completely ruin diplomatic relations with other factions
-Element of time sensitivity? You only have a few days to "cash in" before they figure out who *actually* did it
-Only works if you kill every single person for the quest. If even one escapes, the quest fails and the faction comes to attack you (No Witnesses)
-Doesn't work on mechs or insects
-The entire endeavor is very dubious, morally speaking (especially when it comes to killing non-combatants)

Mercenaries
Will go anywhere and kill anyone but expect to be paid
Assault- Basic assault but for silver instead of goodwill. Relatively large assault by default but quite expensive. Does not capture the base after destroying it. The faction attacked does not lose relations if the mercs win
and here's an amended version of the previous idea
False flag- The same as assault except you pick a faction to take the relations hit for you.
Pros
-Will kill for money and money alone (Simple but expensive arrangement)
-Their actions won't be traced back to you if they win
-Crazy idea: Maybe they could be able to be sent to attack bandit camps or be summoned for support on quests. Might still be too much.
Cons
-Professional murder does not come cheap
-Will sell you out to save their skin if they lose
-Will be very upset if you can't pay
