I played as Jilin and defeated both Heilongjiang and Fengtian clique, annexed them and got the scripted event, then cored their territory through the decision tree, but the game doesn't let me form the Inspector-Generalship because so called "Pao Kwei-ching's" realm (Heilongjiang) hasn't been integrated. Is the decision bugged or is the Jilin path not finished yet?
