Has anyone found Colonel Jourdan?
I've gone as far as I can without talking to Jourdan. The NPCs are all telling me to talk to him, but I can't find him anywhere.

Not necessarily asking for his location, just wondering if he exists on the current map (v3.0.0.0).

Any info is appreciated. I'm enjoying the map, and would like to continue the quests. Thanks!

UPDATE:

Unsubscribe from France to fix this issue. Doing so changes things drastically, not just with the NPCs, but also by improving a lot of other gameplay. Thank you for the solution, Schneegelb // Banana!

i think you are subscribed to the map france, i had the same problem, unsubsribed and now people dont even talk about him anymore but have actual dialouges and quests.

Thank you for this! Unsubscribing from France fixed the issue 100%. An update broke some of the textures in France anyhow, I wasn't going to play it again.

I would have never guessed that was the issue. Someone else was actually here asking the same question, but their comment disappeared. Maybe you set them straight, as well.

The NPCs are all at Club Casio, by the Larson Compound. Head over to the south side of the club complex, and the NPCs are unavoidable.

The map's loading screen, which shows an elevated view of Port Amos, was taken from where the NPCs are.

Be aware, there's not much in the way of quests, but I read that the map maker is adding more. There are still a few though, and some useful shops.
