001 combination not working

I couldnt find a single mention of this, but whenever i have to select my squad, the game tells me to press 001. That opens the menu for me, but only support and reply are available. I am playing fully vanilla btw.

For me it works but other things are broken such as the ghost hawk helicopter, and all the rearm crates empty except the Olympus base one that too have limited supplies i wanted thermals but can't find it anywhere.
