There could even be a rare chance to find them stacked to another bucket, with no way of separating them unless you have maximum Strength.
Craftable from certain helmets from the base game and mods, to be honest, just being able to turn the Hard Hats into water collectors/containers would be more than enough for me (we use one for that in my home, it makes sense to become that resourceful on the post-apocalypse).
