I'd say sf, axe and panda is just fine. because you need items to get them strong and permanent

any hero needs items. sf can 1 shot thets not normal hi needs to by nerfed 100% his coils ar to strong in early game ult 1 shoting in late game

you are right apparently I always felt ng+ isa a bit of a waste of time but anyways it's not upto me how the game should be.
