thats intended, cooldowns only tick after duration ends to prevent permanent uptime without making cooldowns super high

it's bad idea making this type cooldown. you can just more cooldown time, but tick when skill active?

more cooldown time can mean up to 60 seconds of cooldown due to cooldown reduction to prevent permanent uptime, this way octarine core doesn't become necessary nor gamebreaking

loads of games have this kind of cooldown
