Question
I sometimes want to play as a different empire than I spawned in as, is there a way to trigger the selection box manually?

Yes. You can fire the event manually with a console command

The ID for the event is PreSelect.1

You should be able to add new ones, though you cannot remove already-selected precursors, even if you have not yet gotten the intro event.
You might be unable to enter the preselection settings menu, though.
