Sorry for replying late, and the confusion, usually you should be able to see a Tab named "Item Policy"

User HawnHan has reported a missing tab button when using with UI Not Included: Customizable UI Overhaul

You can easily add the tab button back in that mod's settings. If you have any UI mod that might change the tab UI, you might need to figure out what settings.
