If this taunt ever gets added, it will replace the Schadenfreude in my daily repertoire. I still might use the Schadenfreude from time-to-time, but Cheers would become my go-to for almost any occasion; it's just so versatile.
You could use it to congratulate a teammate, show friendliness, celebrate an epic moment, taunt an enemy, kill time during setup, etc.
It's so clever and simple that I'm surprised we didn't get something like this sooner. It's perfect for friendlies spamming food-related taunts so they're basically like having a picnic!
