NG+ isn't working

i have 273/273 heavenly upgrades and enough heavenly chips to rebuild in the kingdom of rome in the image of cookies but for some reason i can't go into NG+, i assume i'm missing some hidden heavenly upgrade because it says "273/273 (99%).

Seems like you do have another mod activated that supports heavenly upgrades?
This mod brings the total up to 270, so having a maximum of 273 is odd in the first place.
Please post your other mods and the loading order.
