NCR Demanding New Reno after taking it.
Is there a way to prevent this? Am I doing something wrong?

I'm on my third playthrough and they've demanded the entirety of New Reno's territory after we take it. I've had two presidents do it, regardless of whether I'm friendly or hostile to the NCR in my decisions.

Update: Did another try, managed to hold off the NCR long enough to proc the civil war and win through that.

However, NCR once again demands /everything/ within a few months, which is nowhere near long enough to even train divisions again.
