How can I see the condition for Lucky Veinard to appear in K18
I think I have a bug in my campaign where he does not appear.

How can I see the exact condition to trigger his appearance?

Check "Quest Editor". Find related quest and set number of found treasures to 3; also check if it is even marked as "given", if not mark it. Then save. Advance time in-game, Lucky and his chicken should appear now.

Ah actually I found the issue.

The event happens only after you have the big event mid game.

I had blocked it by intercepting the patrol. As soon as the big event happened, I could complete this quest.
