how does one even turn a TV on, i found 2 TVs on this map and there doesnt seems to be any special interaction with it

There's a door by the Ki's Roasted Goose shop, interact with it and it should teleport you to an apartment with a TV in the second room. Interact with it using E and it will turn on, showing the image Jack_Lard taled about. Speaking of, the tunnel is close to the door too.
