This is an unfortunate reality of the game, not even so much the mods. If you are following the dev diaries, they're working hard to improve the game's engine for the next major patch, in order to be able to play in more densely populated areas such as vanilla Louisville or the modded Raven Creek without any kind of slowdown.
This is because currently, everything close to you is being rendered and loaded in even if you can't see it, so buildings with five or more floors will strain your system a little as the game is loading in all the assets it needs.
30 FPS is indeed a little low, I myself notice some slight lag in the large cities but it doesn't really get down to 30 FPS consistently, might be a problem on your end.

As to your questions regarding which mods can be excluded - Use common sense! You could easily cut most if not all the car mods, they do have noticably higher model quality than vanilla so naturally, they'll be more taxing on your system - Same with the Vanilla Car Enhancer mod that scales up the old boxy cars into something a little nicer. You could cut out some of the modded locations, although vanilla Louisville is actually among the most laggy locations included just due to its density.

One tiny fix that's coming with the next update to the list is Mileage Expansion, the mod that simulates mileage on all cars is also causing a stutter when you first enter a vehicle.
