Map Priority Order
In the instructions it states that the map "load order" should be set specifically as follows for the below

Road from Fort Knox to Bedford Falls
Fort Knox Linked to Eerie Country
Bedford Falls

But when in game it highlights map overwrites in this order for map mod priority order

ingamemaps_vanilla
west_point_expansion_map
fortredstone_map
eerie country_map
from bedford falls to fort knox_map
fort knox linked to eerie country_map
ingamemaps_main

Does this need to be changed at all for the maps to work as intended?

I typically don't mess with it. Anytime I notice the world map being broken (like roads not connecting where they should) I solve this by adjusting the regular load order.

This is my current map load order: https://i.imgur.com/agugVIK.png

This is how the world map looks for me (can be checked easily by loading into a new game and ticking "all known on start" in the sandbox map options): https://i.imgur.com/iMnWI5q.jpg

edit: Those maps I specified are a special case of multiple maps actually changing overlapping cells, if they aren't in proper load order then noticably, the road between Bedford Falls and Fort Knox (bottom right of the map) will be broken. Pretty much all other location mods have been chosen because they do not touch the same cells as each other, they simply overwrite vanilla

You're best off asking one of the nice people who tested the list in MP as I know precious little about servers. The map order shouldn't matter as much as the actual mod load order, which is handled by the preset file (and can also be used for servers). Easy way to check is to load in with the whole world map known on start and see if it looks like the complete map I posted in the description.

Yeah, and the content can just be copied into your saved_modlists_server file in the same folder
