Lack of looters?
Is it just me or does there seem to be a serious lack of looters/other outlaws? When I first started I found a few but further in can't seem to find any - poses problems with quests to bring back looters or trying to level up my new levies!

Gonna necro this because I have noticed the same thing. There is a complete lack of outlaws.
