If it was just a static asset I could but signals and waypoints can't have variables as far as I know. It would be very useful if they could and if someone knows how to achieve it I would be very interrested in knowing.
I might add the blades as an asset at some point in the future.
An asset version could certainly be interesting if people just want the appearance and can accept the lack of animation. The UEP Check Rails mod includes some assets for a similar looking track feature. If you haven't seen it, it might give some ideas if you decide to make an asset version.
