To answer this though; this is intended. The reason is that your people will then be able to store the bread correctly in the dedicated bread storage. Otherwise the default logic is they don't properly store/prioritise. Sadly had to be done this way to avoid the Kenshi jank!
There are still vanilla versions of storages that you can acquire through the vanilla storages blueprint if you need to use vanilla storages for whatever reason.
I was struggling a long while with that until someone told me I couldn't put rice in them. Can still feed your animals with any food from a backpack I think. Oh and from dropping food on the ground.
