Is that +5 crime to the CH planet? A bit odd, but I might try it in testing, its an interesting downside for a strong trade boost!

Not *specifically* a policy suggestion, but an idea - make it to where some clerk options are gated through commerce building techs, and to where they ramp up as you get more techs, so they start a bit weaker, and end a bit stronger.

I’m trying not to touch techs, as I don’t want compatibility issues with other mods that modify them. I’ll look into if I can do that without any issues though!
