What is happening is the game is failing to generate a faction leader due to the cap limit on memes. If you have several mods that add new memes, you'll run into this issue. I dropped Alpha memes and the problem disappeared. Nothing wrong with Alpha memes itself, just that I have other ideology mods I prefer over it. Give it a try and see if it works for you.
