Is there a way to disable hold breath?

I've disable the post processing and slo mo effects, but I can't seem to disable the function overall. I hate how it randomly makes me slower everytime I hold shift while aiming.

My movement speed changes to a walking state whenever I hold SHIFT + Mouse2. I've turned off everything related to hold breath on the gameplay tab. (The time does not slow down, only my movement speed does.)
