Thruster states aren't persistent through restart on dedicated servers.

Problem: Thrusters are in the on state after server restart
Expected: Thrusters to be in the same state as before the restart

Reproduction: Happens on a clean save with just this mod installed on a dedicated server, simply power a tiered thruster from this mod, turn it off, restart the server and it's on again.
