Starting Scientist Bug or Feature?

There has always been a kind of rng for starting scientists. But now there are like four potential starting scientists (for Austria anyway). Is that intentional?

How do you mean? If you are wondering about starting scientists in general, nothing changed. If you are talking about historical characters, those get added over time and are now preferred over random ones.
