Any way for allowing others to hotload their mods?

My friends get the "This is restricted to server owner only" when they want to hotload their own addons. Is there a variable to change that?

@ThatFirey You can make them superadmin in their server, that should allow them to use it, but for some reason, if you hotload an addon, it can remove your admin, but i guess its hit or miss.
