DRMtization is just steam or other publishers putting DRMs in games which are scripts or software meant to (but don't) stop people from hacking or using illegal copies of games, but they also reduce performance and make games run worse, which means non-steam copies (legitimate or not) are usually actually better than steam copies. steam counters this by restricting access to workshop mods to only people with steam copies of a game, which is why mod authors often post their mods to other sites without such restrictions, so that people who have games from other legitimate sources such as GOG can still use their mods. most people don't care about any of this since steam is still one of the safest and most convenient platforms, but it's a valid request to ask of a mod author in my opinion
