Balancing / Maintenance Costs

I think +10% food carriage and +2 Happiness for as few as 1 gold maintenance is very cheap and unbalanced. Don't you think so? Maybe reduce Happiness to +1 or increase maintenance to 2 gpt?

Personally I think +1 Happiness with 10% food for 2gpt is more then enough. Happiness is supposed to be hard to come by and +2 in every city, is plain overboard., and it takes the challenge out of the game..
