Galactic Reforms:

"Form the Galactic Assembly"
(Creates the Section "Galactic Assembly"
"Differently from the Galactic Senate, the Assembly will be selected proportionally according to the pops of each empire and will be formed by factions, instead.

I would love to help you figuring this out and helping out with GUI and icons.

Some weeks ago I started to code something like this but it's too damn difficult to test and debug. The idea came from an outdated mod in the workshop (i don't remember the name, was "assembly something"). The problem with NGS is that I am alone ahaha
