if they did forget to layer it why would all the OFFCIAL merch feature blu scout with his bugged trouser colour
they are aware its bugged and kept it because they liked it
even the scout mvm bots use a red scout trouser colouring
just saying if valve did want it changed they would of done it years ago but they like it the way it is even the community does as well
+ its a colour thats not red or blu as its brown
only bug blu scout needs is for the belt part of the trousers to become bugged as well so he is FULLY using the red scout trouser texture to it doesnt look mitch matched

While I get your point I don't personally agree, the brown pants seem more a result of simply not noticing something was wrong rather than knowing and being completely fine with it.
For example, having it be blue on ps3, but not on pc, is a very strange inconsistency. In fact, in learning about TF2, there are... a LOT of strange inconsistencies.
- Did you know that Scout properly has blue pants in Meet The Heavy? Multiple, in fact? Super hard to notice, but it's there.
- Scout has brown pants in Meet The Spy. Curiously, Sniper also has brown pants in this, despite the fact that BLU Sniper has always had blue pants. This mistake, far as I can tell, has never been made anywhere else.
- The Scout robot has brown pants on blue team, grey arms, and a flesh-coloured head. However, the Scout robot render has flesh-coloured arms. A few other renders are outdated (and there simply isn't one for the Engineer robot at all. Fits, considering how rushed the Engi robot is)
- Additionally, flesh-coloured robots are a holdover from old designs of MvM robots. From what I can tell, every robot except Scout, Spy, and possibly Soldier had their head updated in some way other than skin colour, and Valve changed the colour from skin-coloured (including Demoman) to grey, except for Scout and Spy. Likely, they never ended up correcting this error because they never edited anything else to do with their heads.
- Medic robot's wheel-mechanism isn't even team coloured lol, it doesn't match either team's colour, and they don't align with Medic's pants colour either
- Most relevantly, Scout's belt loops ARE blue on BLU team - its just the pants portion that is brown. This causes a weird colour inconsistency
Additionally, Valve seems to not go back on inconsistencies or mistakes very often.
- Class portraits and class gibs still, to this day, use old beta models, despite not even being hard to notice
- A couple of uber textures are based on old models. Especially noteworthy with Engineer, who's uber texture is... uh... pretty obviously incorrect, I'll say.
- Voicelines are an example of something Valve does not revisit
- Heavy and Medic lack class-specific domination lines
- Engineer lacks payload lines
- Scout, Demoman, Sniper, and Spy all lack MvM lines, aside from gate capture and revival lines (Two Cities). Demoman especially makes no sense - he and Heavy have the same voice actor!
- Medic does not have competitive lines
- All robot Spy lines have a seemingly-useless second of silence at the start
- The Administrator has a line in MvM that's just... cut short. It's not even a case of it being interrupted in-game, the actual audio file is randomly cut!
Also, since the blue pants were caused by a photoshop layer being disabled, there's decent chance either way it was intentional or accidental. Weirdly, it sounds as if Scout was the only class with both team colours on one file, whereas other classes had a photoshop file for RED and a photoshop file for BLU. Probably contributed to whatever happened.
Imo while blue pants feel weird when used to brown pants, you get used to them very quickly (e.g. TF2C, or with just basic mods). Fits pretty well, considering every other class is the same
If the pants ever get back in, though, it probably should just be an advanced option by this point. Let people choose if they want brown or blue pants for BLU Scout - you can partially satisfy everyone that way, I feel. Sorry for the wall of text, but yeah.

i never even noticed that the pant colour issue extends to the shorts
the ps3 prob uses a older build of tf2 aka before the pant colour screw up
valve prob saw this bug and went "it actually looks nicer" and so they kept it but for the sfm shorts they prob screwed up after porting the model possibly for making 2 versions one that only uses game animations and background shots and the other for manual bone by bone close up animation
thats my only guess
think main reason i perfer them their bugged brown because it fits and feels right while when its blu (ie modded or so) it just doesn't feel right and looks cursed
best solution to the entire problem is make a cosmetic that changes the trouser colour of all classes and make it faintly painable or so
