CE Fix
In file explorer go to
C: Steam/steamapps/workshop/content/29411/2877320918/1.4/Defs
Open the file named Watchtower and find the entry:
<fillPercent>0.5<fillPercent>

Change the value to 1 and save the file.

This should make it play nice with Combat Extended.
Open Rimworld and enjoy the mayhem.

P.S. this is not my fix. I saw it in the comments section. I would like to give credit to the writer however their name is in Asian characters and I can't type them with my keyboard. Sorry.
