You usually put and use a DIO's Diary on a C-Moon/The World user and activate the Diary. Though the diary is broken for now and the mod will never update so... Yeah the best you can do is give an arrow that has Made in Heaven/The World: Over Heaven and use it on a person.

The current state of the "update demo" aka the "Beta" already has enough content in it to be released and get a good amount of attention to it as well.

But for some reason like every JoJo related content, you'll most likely have the update seen by your grandchildren. Better to lose hope that you'll get to see the update drop while you are still interested in the mod.
