Decision to add these units
Can you make a decision where you can unlock these units? I want irregulars and militias but the AI has it too.

Can you make a seperate mod or game rule where the AI doesn't also unlock these units and only the player can get them through decision?

Exactly. I don't think Germany using Irregulars and Blackshirts makes much sense xD
