Just came back to the game (lots of mods to change!), and I cannot continue where I left off in my save because I was in the middle of building a road/paths on top of a quay.
For some reason, even with anarchy enabled, I cannot get the road to build anywhere near the quay - it has a huge "hitbox" as it were, which prevents me clicking on it when in the road building tool.

Any fixes/workarounds?
