Anarchy isn't actually total anarchy
Why does the network anarchy not allow you to build out of cities limits. Everything else works. Also, this mod is completely incompatable with cross the line mod so it's essentiallty emposible to build roads or rail outside the city boundary

It's not designed to do so. You have to use another mod to be able to build roads outside of the city limits. I use 81 tiles and everything works fine.
