Network Anarchy
In certain situations, the network anarchy can be worst than the original road tool
I construct my industrial area in a elevated area, but fortunately, many areas are straight or leveled (or almost), it helps me to take advantage at the most of the area, except areas little too high (that I can level using extra landscaping tool). Anyway, the case I'll tell you are in the areas close or into the high areas, I was trying to construct a standardized area to the industrial buildings, but the network anarchy try to elevate the road until too much, without I ask, too much that many times it doesn't start at 0 m (or correctly leveled with the terrain), which means it tries to make a bridge, while when I use the original road tool, it doesn't try to elevate too much the road and obviously isn't capable and try to construct a bridge, so many times it's more useful than try to construct at the bridge/elevation mode without I want and without I select these modes (and obviously is boring and a lose of the time disable network anarchy for it)

I have two screenshots comparing the two tools for better interpretation, but I guess I can't post here directly. Curiosity: In the network anarchy screenshot situation, once I perceive one bug in the network anarchy tool, because it alternated between a road in elevation/bridge mode and normal road (what I wanted), but happen it very quickly, so I couldn't construct the road in the way I wanted

Try the other settings in the small window that appears from anarchy when building roads. For example, the one that makes the terrain follow the road height.
