Question about Toggle Collision
I had previously stated this in comments but deleted it to come in here. Basically I'm just wondering if what I'm experiencing is normal...description follows.

I'm new to Cities Skylines, 10 days or so. I just got Network Anarchy yesterday. I found that I was able to build ploppable buildings on top of each other, run power lines through buildings and streets, whether Anarchy was activated or not.

After playing around with the mod some more I discovered that if Anarchy is not activated and Toggle Collision is activated (so bright blue chirper, grey anarchy button, blue collision button) that the game behaves as it should...i.e. can't build on top of other buildings. But If I leave Anarchy off but deselect collision (so grey anarchy button, grey collision button) then I'm able to do build where I shouldn't be able to.

Additionally, selecting Anarchy lets me build where the game normally doesn't allow with collision both off and on.

So I guess I'm asking if this is normal. Maybe I read the description wrong too. If I want to build and play in "regular" mode (for lack of better term) should I select "Normal" and "Collision" (so that both are blue).

This is correct. The basic "vanilla" game behaviour is Mode: normal, Anarchy: disabled, Collisions: enabled, and there is some overlap to Anarchy and disabled Collisions. (I know, this isn't very good UI design!)

Thank you so much, I appreciate your response and time. It makes perfect sense to me now, I think I was just confused at first because blue Anarchy button means "do whatever you want" whereas grey Collision button also means "do whatever you want" (for lack of better term). I had, at the time, thought that the entire mod was disabled when Anarchy button was grey. Anyways, I understand it now and appreciate the verification.

I've really been putting the mod to a lot of good use (at least for a beginner). Thanks again.
