No, you can't do that in battle. You can however, promote your troops to an elite class skirmisher/hatamoto archer of a faction that specialised in archery such as Chosokabe. Another method is to reassign a unit that is confirmed to be an archer. Just reassign the musketeers' group to group 4 and name it gunners or something. That way you can select all archer units in group 2 whenever u need it.

This is not the Boshin war, the game itself is set in the sengoku era and it does not involve any gatling gun at all. Go play Shogun II: Fall of the Samurai if you wish to take control or see a gatling gun in action.
