Can you create one of the formable nations by moving your capital to a province of its culture?
I'm playing as Ontario and I want to form the Great Lakes Republic. If I move my capital to a Great Laker culture province and accept the cultural shift, AND have annexed and cored all the necessary provinces, can I form the nation?

You probably don't need the capital change, but you would need the culture shift. However, I don't know if the decision is exclusive to the Great Lake nations themselves or anyone of the culture. I would assume the latter, so chances are the answer is yes.

I may be wrong, though.

Just need to shift your culture to be in the Great Lakes culture group.
