AFAIK all abilities are careful to scale off of the CASTERS sensitivity, but if there's an exception, it would be for debuffs... and debuffs are nasty enough to shut down non-sensitive pawns, making the difference between non-sensitives and sensitives equally vulnerable for all practical purposes.
Plus, you can't tell what abilities an enemy has by looking at them, since they can branch into other trees.
How much sensiitivity was that?
The radius is shown before the cast. The psycast window shows the total sensitivity, not just the one added by upgrades btw so no need to check what traits/items give as bonus.
You can easily test it yourself enabling dev mode in the psycast tab and upgrade the stats without points.
Also I just noticed the very obvious reason why the pawn gets knocked out when hit by emp blasts: He got an Circadian Half-Cycler (core implant) in his brain that seems to be affected and cause a brief debuff called Brain Shock. Thought it was because of his high sensitivity. No idea if other implants get short circuited too.
That said, you can always throw the psychic foil hats on them or something if it gets bad.
