Minor demons can basically offer you these two options (which branch out into further options). Alternatively, something extra may appear if you have a specific trait/artifact. However, there are also many other (named and greater) demons that can be summoned and offer many other things.

Just artifact with call demons by name make only one minor demon appear always

The Hell Sceptre allows you to summon a minor demon or other demons, if available. Additionally, if you choose a minor demon, it can remain permanently at your court.
The trait that gives additional options for minor demons is probably Lunatic - it also allows you to invite minor demon to your court permanently, but with a high chance of failure (and your death).

Summoning minor demons does not provide many options, but those that are available can be useful (especially for obtaining gold). Other specific demons, like Bael, Hecate, Nyx etc provide different possibilities.

Demons can only be summoned if they are available. They are available if they do not exist in the material world and if you meet additional conditions that are sometimes required (and some special demons can only be summoned once). If your game has been going on for a long time, it is highly likely that many demons such as Lilith, Nyx, Moloch, Belial, etc. are already in the material world, so they are not in the summoning pool. It may happen that only minor demons remain to be summoned. This is a rare situation, but it is possible.
