a: it is somewhat outdated, though not to the point of being unusable
b: those APs just don't have icons/images, i have no artistic talent and the person that made the existing icons made them before i added the fanatic ethic APs

The communal hospital and building block deposits are able to be built an unlimited number of times, allowing for infinite jobs or accidentally making it so a planet cannot use any districts.

yeah. they are. in case it wasn't immediately apparent, balance is not exactly my strong suit, and also if you build enough of them that you can't district any more, whose fault really is that?
